i think i have fleet n i do suffer from shin splints if i try to run..
so what sort of running shoes should i get? i mean how should they be constructed??

If you have flat feet get orthotics ASAP!
I did track, played basketball and did a lot of plyometrics and my knees (well technically muscles above the knee) and lower back suffered.
As far as shoes go, I think most running shoes have a slight arch to them so any kind will do. Just make sure they are well padded underneath. And get "running" shoes, not basketball shoes or anything like that. Running shoes are specifically built for absorbing shock whereas other types of shoes, i.e. basketball, are built more for ankle support.

There are so many insoles that you can buy to correct flat-feet. Ones that fit-in your shoes, ones with elastic straps etc.
