Milk in Sheer khorma is thicker than doodh ki sawwayian. I guess the recipe calls for full cream milk and cooking over low heat for a long time.

Not extactly.
Sheer khurma means "milk & dates" in Farsi & Urdu..."khurma" is just the more proper way of saying "khajoor."
Growing up, we called in sevaiyyan when it was just sevaiyyan cooked in milk, and sheer khurma when it was thicker and cooked with a lot of balai, nuts, and dates.
