He was indirectly responsible to an extent, and even that is hotly disputed. He might have been able to stop it, but he didn't. But he was not the mastermind of it. The blame should rest squarely with Elie Hobieka, the commander of the Lebanese forces. Hobieka would later be a Lebanese parliament member, as well as a cabinet member.
