Before shareefs were on army's leash. Now they have leash form Govt's who can put our army on leash.
Shareefs saw the benefit of it... they won.. made govt, regardless what people of pak wanted.

Its like some one praying to devil and getting every thing done for them.

I doubt after seeing all that they were going do "good" stuff for the country.

**ISLAMABAD: Prime Minister’s adviser on civil aviation Shujaat Azeem appears to be in such breathless haste that he cannot help making headlines and for all the wrong reasons.

While he is already on Supreme Court’s radar for the questionable decision about PIA and allegedly keeping dual nationality, a company owned by him has applied for a licence to run the business of chartered planes and its final approval will be made by the ministry headed by Shujaat himself, a classic case of conflict of interest.

Although the word circulating in the aviation circles suggests that the licence being obtained is for running a private airline, DG Civil Aviation Authority (CAA) Khalid Chaudhry said that Royal Airport Services (RAS) has applied for the licence of chartered operation to offer commercial services like Princely Jet. The RAS, among others, has the PM’s adviser as one of its shareholder, DG CAA confirmed to The News. He also acknowledged that Air Indus has also been granted licence to start air service, a case that was pending for the last two years amid speculations that it is owned by the family of President Asif Ali Zardari.

Princely Jet is the main service provider in Pakistan. The PML-N leadership had also hired two planes from the company during election campaign, a fact confirmed in the past by Information Minister Pervaiz Rashid.

**As for as the RAS licence is concerned, the DG CAA said that the request of RAS was under process and licence would be granted once the minimum requirements in this respect were fulfilled. He said the case was first considered by the CAA itself and its recommendations would lead to the final approval of the case from the ministry of civil aviation that was created haphazardly and Shujaat Azeem was made PM’s adviser on civil aviation.

He also explained the difference in requirement for airline licence and chartered operation licence. For the former, the CAA official said, minimum three aircraft have to be physically present and the Air Indus had to produce them for obtaining license. In order to acquire chartered operations licence, a kind of taxi service that one charters, minimum two aircraft are required. He said RAS did not have these aircraft at the moment.

At the first step, approval in principle is granted that follows Air Operations Certificate (AOC). According to the insiders the principle approval was granted on June 26 when PM’s advisor took along DG first to Quetta and then Karachi on a private jet. Shortly before taking off from Islamabad, an insider said, the DG directed the concerned officials in Karachi to ensure the completion of necessary formalities regarding licence within a day and thus all process was completed in undue haste.

As The News contacted DG CAA, he feigned ignorance about the date the licence process was started though denying that it was initiated the day he flew with the adviser. He confirmed having travelled with the adviser in a private jet and said he did so on the adviser’s insistence since he was reluctant to travel on official expenses regardless of the fact he was entitled to travel and other facilities.

In contrast, what favours are thrown to the owners of private jet is anybody’s guess. In this case, a businessman has been inducted as director of the PIA Board. Other three recently inducted directors are the office bearers of Huner Foundation, an NGO run by Shujaat Azeem and others. Likewise, his decision of appointing chairman PIA has been questioned by the Supreme Court, which has asked the government to follow transparent procedure.

Shujaat Azeem’s dual nationality is yet another question the government has to answer before the Supreme Court.

**ISLAMABAD: After violating the rules while appointing a serving Major General as Director General Military Lands and Cantonments, purely a civilian post, and admitting this violation, the prime minister has desired that in future the said procedures be followed to appoint a cadre civil servant against the post.

Well-placed sources in the Establishment Division told The News that the summary approved by the Prime Minister Muhammad Nawaz Sharif while appointing a serving Major General against a civilian post reads:

“1. The Prime Minister is pleased to approve the appointment of Maj Gen Mazhar Saleem Khan as DG ML&C on secondment, for a period of two years.” (The sources maintain that in the next paragraph, the PM has admitted that he is violating the rules. The next para reads: )

“2. The prime minister is further pleased to direct that since the post of Director General ML&C is a BS-21 cadre position of ML&C Group, therefore, it should, in future, be filled in accordance with the procedure laid down in the Establishment Division’s O.M for constitution of ML&C Group.”

**ISLAMABAD: Transparency International Pakistan (TIP) has warned the Nawaz Sharif government that it has already been surrounded by opportunists and has demanded removal of the previous regime’s appointees to curb corruption and uphold merit.

“During the first 45 days of its tenure, the government has already started making grave mistake besides violating merit in key appointments,” Adil Gillani, the TIP adviser told The News here on Wednesday.He said that unless the present government removes the officers who were allegedly involved in causing Rs5-7 billion per day loss to the nation during the last PPP government, the PML N would not be able to check corruption.

He reminded the government that on March 6, 2013 the PML-N had announced in its manifesto that it would establish an autonomous National Accountability Commission, adopt zero tolerance policy against corruption, and ruthlessly stamp out the menace through across the board accountability of all holders of public officers.

He lamented that no signs of “ruthless accountability” appeared as yet; the NAB is also without any chairman while there is no possibility of the setting up of autonomous national accountability commission in the near future.

**Gillani said that instead of going after the corrupt, the government has taken some controversial decisions that include the retiring of Rs503 billion circular debt without proper audit.

**“Release of Rs480 billion to IPPS, in spite of the fact that on TIP complaints, the SECP in its June/July 2012 initial audit had confirmed that almost all IPPs prima facie were (allegedly) involved in fleecing the government and public on fraudulent payment on capacity charges, exaggerated expenses, illegal technical fee payments, false efficiency claims, false consumptions etc.,” he said, adding: “The IPPs got a stay order against the SECP from IHC in August 2012, on the argument that the SECP’s constitution is not complete and short by one commissioner.”

**Gillani also picked holes in the recently announced Pak-Qatar LNG deal besides pointing out that the opportunists surrounding the government are pushing it to make appointments on pick and choose basis instead of following merit.

“Nepotism is evident in the appointments of PIA chairman, adviser to PM on aviation and BOI chairman,” Gillani said. He also spoke against the appointment of chairman PCB.The TIP adviser recalled that the performance of PML-N in Punjab province during the last five last government was better than all the other provinces of Pakistan as the TIP survey NCPS 2010 had confirmed it.

He added that the PML-N performance in Punjab and its declared zero tolerance policy against corruption have helped the party win the May 2013 elections and form the government without any coalition partner. He expects from the government to get rid of corrupt official, the opportunists to eradicate corruption.

Frankly speaking, it was a shock — shock to see that the nation has still not learned anything. Moving in circles is a trek to nowhere. Having said that, it's your mandate and we have accepted it. The throne is all yours. But we have the right to see and say on whatever you do. Itna to haq banta hey na? :)
