It does make a difference, because i don't think there is a pure Islamic nation in existence right now. So, how can a nation which is not purely Islamic, have perfect Shariah laws? That btw includes Saudi Arabia and Iran.
No such thing as pure islamic nation as people are not flawless and world is not perfect.
