Yes it's possible. It will be established without a doubt. Yes there was. Yes I would prefer living in an Islamic state which practices full sharia law.

During the prophethood part of the life of Muhammad (SAW) and various caliphates. There were wars and some issues to resolve but the law was implemented. There is a great difference in the 'reality' with shari'ah implemented and the 'ideal' - utopia (of a false perception of shari'ah). Shari'ah does not claim to create utopia, but it does claim to provide the most just verdicts.
