it is always wise to keep al your interviews open to you for future. writing a nice declination letter is essential in this regard.
below is a sample of one.
I am sorry to hear about this offer too late since I applied so long ago. I recently sign a contract to work at a college. I was really interested in working for your organization and would appreciate if you could inform me of other opportunities maybe during the weekends or as a volunteer.

I've only written a declination letter once and on two occassions, I've declined over the phone.
