Only he would know the reason for that and perhaps the surrounding poetry would shed some light on the reason. I haven't read the ghazal that this is taken from but i believe its from shikwa so he could be employing the same sentiments he uses in the rest of shikwa. I think he is saying that to have a true belief and to worship Him in the true sense he needs to have yaqeen-e-kamil on His existence and experience Him himself.
