Pakistan adds the term Shaheed to its Muslim war dead on the basis that any military activity Pakistan engages in is jihad - the assumption made is that to serve Pakistan is to serve Allah. The assumption behind that is that any military action Pakistan does is in the interests of Islam.
The attitude is probably best summed up in the Arabic motto from the Quran of the Pakistan Army’s 28th Cavalry Regiment - “And strive for Allah’s sake with all the effort He deserves”. The officers and men of the regiment and the Army as a whole are encouraged to believe that that their peacetime and military activities are all done for Allah, rather than their country.
