I think this was discussed thoroughly in your thread on 1971. He resigned from fm post while Ayub was in peak of his rule . In 1967 when he formed PPP both became staunch enemies. Bhutto was lathi charged and sent to jail during Ayub’s regime. By repeating above misquote what do you want to say?
