what it means is that reviving faith is a part of keeping faith.
no, it is not a prescribed fatwah based statement.
just something that i heard by someone who coverted to Islam, al hamd Alllah.
that perhaps could be that person's justification for being a convert.
and feeling good about it, spiritually.

that's one practical way, there are other ways...
