There is more to it, if the move forward with the Seraiki thing, then parts of Sindh, KPK and Some adjacent parts of Balochistan also have good volumes of Seraiki speakers... so i don;t; know if Zardari and his allies are there all set to take pieces out of all the provinces to create one..... heading towards the division of Sind!!!

MULTAN: PM`s Beautification & Development Committee Multan member Dr Javed Siddiqui on Sunday alleged that the Punjab government was deliberately ignoring development in south Punjab.
Speaking at a press conference here at the Multan press club, he said the Punjab government had not provided funds to the Multan Development Authority for uplift schemes.
He said Prime Minister Yusuf Raza Gillani had provided funds to install 16 tubewell in the city for water purification plants.He informed that the NESPAK had design sewerage schemes in middle zone in the city in line with the special directive of the Prime Minister.On this occasion, candidate for NA-149 Malik Liaquat Dogar, Khawaja Ishfaq Siddiqui, Chudhary Khalid Hussain and others were also present. The funds that gillani had sanctioned for south Punjab about 90-95 percent he has utilized in multan alone, this is all politics, anyways any thing is good that this government spends on the people in any way.

Multan, Larkana on ‘royal road’ to progress

**ISLAMABAD - Neglecting various vital development projects of country especially from Balochistan, the road maintenance packages of Multan and Larkana are allegedly being given much importance with these areas getting comparatively smooth funding for development as compared to others.

Contrary to that, mantra of funds’ paucity for maintenance of country’s major development projects has repeatedly been echoed for a long time, causing heavy loss to national exchequer. But, at the same time, a comparative look on the pace of work on Multan and Larkana packages and the projects in rest of the country particularly Balochistan could tell all the story and the alleged discrimination being made in this regard.

**Even diversion of funds from extraordinary delayed projects towards Multan package has caused loss to national kitty, said sources in the Communication Ministry desiring not to be named.

As a result of which, different projects including Attabad Lake (at KKH), Hassanabdal Mansehra, Lowari Tunnel, Faisalabad-Multan Motorway, M-8 and other extraordinary delayed vital projects could not be completed even after passing a long time due to shortage of funds and other reasons.

The worst situation of Balochistan’s road projects is also a testimony of the fact that how much government had been indifferent towards these projects.

**It was learnt that 19 projects including M-8 (Gwadar-Turbat-Hoshab) are still under construction even after passing the stipulated time. Due to slow progress of the work and poor law and order situation in the province, even half of the work could not be completed on some of the projects. Around 75 per cent work is still to be done on Sorab-Basima-Naag-Panjgur-Hoshab(454 Km) Road.

The projects which could not be completed even after passing the stipulated time are: (N-25) widening of Kalat-Quetta-Chaman, Kalat-Quetta(60 Km), Quetta-Chaman(57 Km), Lakpass Tunnel (180M), Musli Bagh-Qila Saifulla (50 Km), Ormara-Pasni section and some others. It merits mentioning here that in some of the cases, the dates had been revised due to certain reasons.

**“The sorry state of affairs of the Balochistan’s road projects is not new. Government is paying no heed to it and funding as compared to Multan and Larkana is too meagre,” said a senior senator from Balochistan Ismail Buledi while talking to TheNation.

It is relevant to mention here that the issue of discrimination was also raised in the sub-committee of the Senate’s Standing Committee on Communication when ANP leader Senator Zahid Khan reportedly accused Prime Minister Syed Yousuf Raza Gilani of diverting funds for ongoing National Highway Authority (NHA) projects in Khyber Pakhtunkhwa towards Multan.

Senator Zahid Khan had also raised concern that during past few months 3.7 billion had been allocated for Multan package but meagre funds were released for Lowari Tunnel, Peshawar Northern By-Pass and Hassanabdal-Mansehra Highway projects.

When contacted, PRO NHA said all the projects of country were being funded smoothly as now almost all the projects of Multan had been completed. “Only two projects pertaining to Multan are going on and now funds flow is smooth to all projects including Balochistan,” he said adding, work on Rs 60 billin projects were currently underway.

What I know is that PPP won a seat which was always won by PMLN, when people found of Gilani's conviction from courts.
Ali Syed said in post 28 that Gilani has spent 90% of development funds on Multan. Why would they protest against him then?

**I think it is ok for Larkana and Multan to be given preference … provided that they were neglected earlier. PMLN did the same thing with Punjabi areas when they came to power, and now PPP is doing the same for theirs.
It looks and feels bad but that’s how things are in Pakistan.

Personally I am ok with PMLN working for their constituents and PPP working for theirs. They are all Pakistani areas, and development anywhere will eventually benefit all of us.

This is a report of loadshedding in “southern punjab”, i have family members in sahiwal which might be a part of this south punjab province and they are facing about 14-18 hours loadshedding on the average.

The policies should be more uniform, so that all benefit. Otherwise takht-e- Lahore will be replaced by takht e Multan or Larkana, and the situation of the remaining country will remain the same. I dont support Shahbaz Sharif, but he has increased the share of South Punjab from 15 % from when he took office to 32 %.

By elections dont mean anything, usually the ruling parties win there, we will see what happens in the national polls as PTI is not in the equation yet.

31 % of the people of the province live in South Punjab and they are getting 32% from the provincial budget, more needs to be done to bring each and every part of the province at par with the developed ones. Punjab Industrial Estates is developing industrial areas in Bhalwal, Rahimyarkhan and Vehari which needs to be appreciated. **LAHORE: **The Punjab government will raise development spending for south Punjab from 14 per cent of the province’s annual development budget in 2007-08 to 32 per cent for the next fiscal year, senior advisor to the chief minister Sirdar Zulfiqar Khosa told the post-budget press conference in the Darbar Hall of the Civil Secretariat on Saturday.

An estimated 31 per cent of the population of the province lives in south Punjab. Khosa said that the 2011-12 budget was “public-friendly” and focused on the much-neglected southern region. The government had also tried to dispel the perception that development can take place in the big cities in isolation by allocating significant sums to schemes for rural development.

The budget includes a new tax on farm houses. Khosa said many well-off people had built farmhouses on the outskirts of Lahore where they spent the weekend. “They have the capacity to pay tax,” he said.

Khosa said that the Raiwind property of the Sharifs did not qualify as a farmhouse as it was a residence.

However, after a word from the Planning and Development chairman, Khosa said that if the property qualified for the new tax, it would be taxed.

However, the budget contains no new taxes on agricultural produce. Khosa said that the federal government had asked the provinces to impose an agriculture tax. He said that the provinces would consider it “with mutual understanding”.

The government has allocated Rs5 billion for the repair and construction of new farm-to-market roads to promote agriculture products and improve farmers’ income, he added.

He said that the government’s new employment generation scheme was for young graduates under the age of 35 who were still unemployed.

The government would encourage students to participate to make sure that the scheme is transparent and only those who qualify benefit from it. No quota will be allocated for parliamentarians, he said.

About the use of foreign aid, Khosa said the government would not accept any loan or aid which came with political conditions attached. The government would get loans from the International Monetary Fund or the World Bank instead, he said.

He said the Punjab faced more power outages than the other provinces and these had ruined industry and agriculture and indirectly diminished the purchasing power of the common man. The government has inked agreements with three Muslim countries for energy generation to narrow gap between electricity demand and supply, he said.

Finance Minister Kamran Michael and Finance Secretary Tariq Bajwa sat besides Khosa during the press conference, but the latter did most of the talking. To a question, Michael said Khosa was the senior advisor to the chief minister and was thus representing the head of the provincial government at the press conference.
