i think u should search it on the net for call center/oursourcing consultancies and then contact them. There should be some in pakistan which are international consultants they would help you to set up.

Few things which you must know;
For example you got a client from canada for call center, with 10 respondents, divided in 2 twelve hours shift.
You need to find 10 people who understand and speak CANADIAN english
(A very basic demand, depending from land to land)You need good dedicated fone lines along with flawless internet connection.
The conventinal internet and fone line are pathetic. Since you will need dedicated lines, cost of these 2 items will skin you out. Leave alone utility and other office expenses.
Last your COST PRICE will be way too high, comparing to India or any neighbour SELLING PRICE.

You obviously don't know the industry. Its like asking - how do you make the car and then sell it?
You need to be IN the industry and have contacts - before u can do that. Try aliging yourself who is has the contact / skills that you lack. but wat can you give them in return? Capital Investment?
