The rooster crossed because he saw some other chicken; Therefore the first chicken went after the rooster.

Mentallity of Rooster 101:

Eat
Chase Chickens
Eat
Chase Chickens
Eat
Sleep
— Sun Rise —
Wake-up Call
— Repeat Cycle —

As we can see that it was time for either Number 2) or 4) when the rooster was chasing the chickens. And when he come accross a road, he saw another chicken (on the other end). Attracted to the other chicken, the rooster crossed the road. Seeing this (the first chickens) were angry, and thus crossed the road.
