Please suggest the safest and the cheapest way of sending money from US to Pakistan.

Western Union is actually one of the more expensive transfer services. There are other companies providing the same service, that are usually cheaper. However they only provide services to the big cities in Pakistan. So if you need to send money to a remote location, then Western Union is probably your only option.

jee, Xpress Money, Ria & Moneygram are bit cheaper but have less branches in Pakistan...

There are multiple options that you can use:

1-Send directly to Bank Account
2-Send through Paypal
3-Send Through Western Union

Xoom is best now. I was using Pakremit ( NBP service) for years and it worked really well. Great rate, no fees, however, its no longer available. I think paypal bought the service from NBP. So far I am quite pleased with Xoom for both cash pick up or direct bank transfer.

Xoom is free for Xfers overs $1K.

Do you need a account for xoom? does it take time to go through verification before you are able to send?

Yes account is needed. I think its pretty quick verification as going by memory. There is a longer verification process if you want to increase your limits but for basic limit which is around $10K a month, its almost instant.
