Sending Money Out Side Pakistan

I want to know from any one who is familiar with this topic.

Did sending money outside Pakistan is Easy process , Did goverment has any regulations that one cannot send moeny outside Pakistan unless he prove why he is sending the money and some other hurdeles etc?

I am currently talking to a person to whom I might have to send money for his services.

Secondly, what is the best method for it, I think bank wire tranfer is the better option , but he is saying that deposit the moeny in his payoneer card, I had never used payoneer so want to konw what is the process of depsoting money in some one else payoneer card from Pakistan and charges etc

dollareast or western union and almost all the banks, can transfer within 10 minutes to world wide.
