I support the resolution, but in the other hand it's also a sad reality that who will ask the civilians for doing something illegal like abductions of people?

It's just an eyewash and nothing else. Innumerable resolutions, bill and laws are rotting in the constitution while one after another is picked, killed and thrown on streets without any legal proceedings. It's been on for decades and no 'landmark human rights bill' is good enough to stop it.
