It failed to strengthen its army, instead arms for army end up with militias. When ISIS attacked Anbar, its forces were easily defeated. Now it is sending shia militia to fight ISIS in a sunni majority area.
On top of that people fleeing Ramadi are not being allowed to get into Baghdad.

And the Shia militias announced that the operation would have overtly sectarian tones, when they announced its name to be Operation Labeyk Ya Hussein.
They have back pedalled now and rebranded it Operation Labeyk Ya Iraq.
But they’ve basically pushed the Sunnis in the area into once more feeling that they have to choose between sectarian persecution and Daesh persecution, and there are enough stories carried in the press indicating that many view Daesh as the lesser of the evils they face, hence their support.
