Not all items on the list are objectionable.
Some are payments for Boarding and Lodging for journalists attending Ministry of Information organized conference or journalists accompanying PM on official tours by official invitation.
Payments to Raza Rumi, Asma Chaudhry, Sohail Warraich, Shehrbano Taseer, Arif Nizami & Amir Mir are all in this category.
It was unethical of the express tribune not to make this clarification in the above story.

^^^ Selective journalists are invited and paid for when executives are making foreign journeys not because journalists deserve expenses, but all such payments and expenses are bribe (and only happen in third world countries). Else, it should be concerned media that should bear the expenses of journalists or journalists themselves should bear the expenses, as they earn from the news they make when accompanying country’s executives abroad.

Paying for Boarding and Lodging of conference attendees is a commonly accepted worldwide practice.
I am not sure about journalist accompanying the PM as part of the official delegation. In any case, there was nothing secret about who was accompanying the PM.
The really questionable transactions are the payments for 'special assignments'.

One thing is not clear. When government spent/bribe so much in media, why it was always on receiving end? I have never seen a single news item which had praised the government unnecessarily. The most abused and insulted person even in this forum and in media was/is Zardari and other PPP leaders. This media down played some real good work done by the past government. On the other hand PML(N) was the most beneficiary in this media corruption.
CJ has not yet decided his son getting millions in bribe from Malik Riaz.
