You sound like a policy wonk. If India doesn't have anything to fear then why did gerbils like Advani and Fernandes were dead silent when Pakistan conducted the Chagai tests. Get one thing clear: Just about every Pakistani is willing to die for their nation including the President, so if Pakistan is about to be wiped out, we will take the preemptive strike.
What is being discussed here is in context of Pakistan taking a preemptive move, in a situation where it is (God forbid) being wiped out, destroys India. After the Indian response, will Pakistan have the ability to strike back once more? That is what we are talking about.
Pakistan do not need armed force what pakistan need is education and human developement? Trust me biggest freind of pakistan is not china it is India. India would never allow break of pakistan and controlled 10 million more muslim.

I agree it shouldn't come down to usage. If you read last year Scientific Amewrican magazine (will try to post links), it mentions some parts of India surviving.
Honestly who cares we have second strike capabilities? We will be dead anyway. Its like saying, we are all dead, but hell overkill sounds like fun. Instead of wasting money on more nukes, why not set up schools or hospitals instead?

As unfortunate, sick and nasty as it is, this is the heart of the dilemma. The only way that Pakistan can ensure it's long term safety is to develop the nuclear deterrant to a point where absolutely no part of India survives a nuclear war. Of course it goes without saying that Pakistan would never survive such a war either, nor for that matter would the rest of South Asia. Really it is a sad state of affairs, but that is the harsh reality of these times. Unfortunately if that is the only way to ensure the nations survival, then what can you do,,,,,,,
Great. People go hungry in Pakistan. We have unislamic ways of life. But nah lets get nukes so that they can kill us. Sheesh. India wont attack us. We wont attack them. We aint that stupid. So why waste our money.
Now do you really think any country will go to war with its neighbour. Think of nukes and more nukes think of peace. Think of the dead family and children if Three Mills happens with one of those nukes.
Just like their is a possibility of war, there is a possibility of those nukes detonating in Pakistan during peace time.
