Adoption isn’t that straightforward, there are some issues that need to be overcome. In Islam when an adopted child grows up he/she become a non-mehram for father/mother, which would make it tough for everyone to live under the same roof. My cousin recently adopted a girl and they had her nursed from her husband’s sister so they got around the non-mehram issue, but not everyone gets that lucky.

that really depends on the age. if someone adopts a new born baby and the new mother breast feed him/her then she becomes his/her razai maa. i am not sure about father but in islam adoption is allowed.
