I think there are different websites for different regions. I use Skyscanner for airfares but they mainly focus on Europe.

For the gs friends i am sharing little known gem matrix from ITASoftware. Its a engine which power hundreds of airline ticketing around the world. The catch is you can only search for fares but can’t book directly, you have to contact travel agent for booking.
This website is used by travel agents to search for fare, for booking they need to use the computer terminal they have.

There are no hard and fast rules, you just have to be lucky.
The best time is 2 to 4 weeks in advance, always worked for me.
