To make backups of DVD’s you can use DVD Shrink or DVD Encrypter. I’ve personally used DVD Shrink which lets you mark portions of the DVD to make copies of and then you can create an iso which can then be sent to others who can either burn it back to DVD or use DaemonTools or some other mounting software and view the contents.
Or you can use one of those utilities (DVD2Avi) to convert the DVD to avi or some other format and then use editing software to extract sections of the movie.

And to clarify, its not illegal to copy all DVD's. For example if I have a home made DVD of a wedding and I want to make copies or backup, or extract out chunks I have every right to do so.
