And yet there is so much careless driving on the roads! (Though not on the motorway.)
In the West, I think capital punishments are quite rare and given in exceptional circumstances, if at all, so a death penalty is certainly not applicable in the case of an accident. However, there are definitely laws against reckless driving so a person can face prison sentence for causing an accident while being drunk/drugged.
