People are "walking coming going talking sitting etc" during Tarawi here in Pakistan too. Just like to socialize, I guess. And May Allah invite you and your family to His house :)

Why can't they come and go? Not everyone prays the taraweeh prayer there. A lot of those people you might see walking around during Taraweeh are people who've just performed Umrah and do not intend on staying to pray the entire 20 rakahs. Or what happens a lot of times is that people pray the first 8 rakahs.

that's because not all "muslims" do tarawi or follow the concept of, that's why.

I don't know about namaz Suhaina but taraweeh is sunnah lot of people do tawaf or perform umrah between that time and thats why they might be walking.

Allah SWT hum sb ko Umrah or Hajj ki sa'adt naseeb farmain Ameen.
The reason is that the pilgrims would like to offer complete ritual of Umrah/Hajj. They walk around the Ka'aba or in Masjid-e-Nabwi to saturate their eyes from it (who knows that they'll visit such place again or not). They come/go due to any reason i.e. to drink water/zumzum and/or refreshing ablution (zumzum is only available in Makkah and they know once they left won't get it again). They talk to others if they have any question like if they are doing Umrah/Hajj's rituals correctly or what ritual they should do next or to know about some points (places) like Hijre-aswad, Muqam-e-Multazim, Muqam-e-Ibrahim or from which gate they entered? those who walk between the namaaz are newely arrived and they can offer two rakat instead of four and lastly the traweeh, which is sunnah that can be read later on.
