Again not an excuse, but if there is a trend developing in the numbers of marriages within those groups then it can make sense without it being racism. Besides it can’t be racism - racism is a hatred towards another race - this is merely preventing their own people from loving these other races to the extent of marriage.
They must have found this important enough to do for those races, not because they hate them, but because their own race is loving them too much …
