Assalamu Alaikum wa Rahmatullah.
From what i know, the preferred view is as follows but perhaps others can elaborate. Whenever you are faced with an important decision, perform your istakara like this:
1) Decide yourself what you want to do. For example, you might decide that you want to marry a particular person.
2) Pray 2 rak'ahs of nafl prayer making your intention for istakara. There are no specific surahs that you need to recite during these two rak'ahs. Complete your prayer with salams to the right and left as usual.
3) Then make the dua for istakara using the words taught to us by the Prophet (s) for which you now have the English and Arabic text (if you haven't memorised it, i believe there are no objections to reading it from a book). The purpose of the istakara is to ask for Allah's strength in carrying out your decision and to make things easy for you if the decision you've made is good for you, and so on.
4) Go ahead and carry out the decision you previously made, placing your trust in Allah, based on Allah's saying: "Then, when you have taken a decision, put your trust in Allah." (3:159). The verse shows that it is ok for you to first make a decision yourself and to then place your trust in Allah so that you will succeed in that decision.
If the decision you've made is the right one for you, Allah will ease its fulfilment. If its not the right decision, Allah will turn you away from it and, insha'Allah, give you something better in its place. Remember though that istakara is a dua like any other dua, it may be answered or it may not. But in any case, the dua, even if it isn't answered in this life, will earn you some benefit in the Hereafter as one hadith says.
If you look at the dua that the Prophet (s) taught us for istakara you will find that there is no request in it at all for Allah to show us certain signs or feelings in the heart or dreams. Although i know that looking for an answer in one's dreams after performing istakara is a common approach and some people might be used to performing their istakara in this way. Dreams can also be influenced by Shaytan and one's own subconscious. The Prophet (s) said that dreams are of three types:
Hadith: "Dreams are of three types: glad tidings from Allah, whispering from the soul or frightening thoughts from Shaytan." (Bukhari & Muslim).
The "whispering from the soul" can be things that you are concerned about during your daily life and which you then see in your dreams. There's a hadith about this in Sunan ibn Majah.

Can I also add a little point to this. The Salat must not just be made once and you'll expect an answer, you must keep doing it everyday with full conviction and not 'wanting' the outcome to be the one you want, until there is an outcome and then do thank Allah swt for His blessings.
