At least these are not the right times for employees to make any kind of demands. Wait till economy improves or your company starts to grow .
It depends - did you get or are you entitled to get an annual cost of living increase or a bonus? Is your annual or interim performance review coming up? That is the ideal time to ask for a raise because your manager should have been reviewing your performance and you can justify a request by demonstrating how your performance and accomplishments affected the company's productivity or effeciencies over the past period.
The key is that you need to justify why you deserve or have earned a raise.
