In my dictionary, this is listed as a noun, the plural of saakin (inhabitant). Could it also be translated as “inhabitant of”…like, as an adjective?

yes, u can use for “habitant” in singular form. if u wanna use as plural then u’ve to use the plural form of the word and that is “saakinaan”…clear?**

aaaaawwwwwww…it’s ok…everyone learns from scratch…i wud suggest u buy a good luGhat [Dictionary] like…Firoz-ul-luGhaat by Baba-e-Urdu Maulvii Abdul Haq**…he was the greatest Urdu Critic, Linguist and Translator 
i do NOT have this dictionary myself but i intend to buy this summer when i go to India, iA :)**
