1. Sadqaa har museebat ko taal sakta hai, aur mout bhi eik museebat hai

2. Taraveeh is a combination of 12 rakaat tahjjud and 8 rakaat qayam ul lail, so yes, you can do those nawafil during non Ramdhan months too.
