what can we (the state of Pakistan), do to avoid this kind of brutal practices? will this be considered against independence of minorities to practice their religious rituals? no matter how bad they are???

Even us the Muslims believe that Abrahim ah [almost] slaughtered his son Ismaeel ah.
Even though the three Abrahamic religions have stopped this practice, other religions continue such sacrifices.
Having said that,

It is so sad. It has nothing to do with any religion. You would read in newspaper about Muslims doing that , it is a sickness. Even in highly developed countries people do such a thing. They are all sick sick sick.

I did not save any clipping but I read now and then in desi newspaper from Pakistan similar kind of news.
One Pakistani Lady killed 2 of her very young angel like daughters in the State I live in a couple of months ago , when she was asked why she did it she quoted some religious reasons.

Human history doesn't start in 7th century AD. modern humans have existed for at least 40,000 years (if not more), and as humans, WE had traditions of sacrificing young virgins and kids.
However fortunately the practice was stopped by the Big 3 guys the 1'er category of religions.
