Russia called for last-minute attempts to solve the Iraq crisis peacefully on Monday, saying any resort to force would be both a mistake and illegal. Russia has aligned itself with France and Germany in calling for further U.N. arms inspections to ensure that Iraq is free of what the United States says are illegal weapons. Like France, a fellow permanent member of the U.N. Security Council, it has threatened to veto any new resolution endorsing military action. President Vladimir Putin, speaking before the United States and Britain said they would no longer seek a vote for a new resolution endorsing force, said any approach other than peaceful disarmament would be a mistake. “We would like to resolve it through political and diplomatic means,” he told reporters. “I am convinced that any other solution would be a mistake.” Putin, who has made infrequent statements at home on the crisis, said war "will not only bring about human casualties but also destabilize the international community in general.

“There are 20 million Muslims living in Russia. We cannot afford not to consider their opinion and we fully share their alarm,” he added. Both Washington and Britain say military action now against Iraq would be legal. But Foreign Minister Igor Ivanov, speaking after the abandonment of Washington’s bid to seek U.N. endorsement for war, said existing U.N. Security Council resolutions gave no one any legal right to launch a strike on Iraq. “We believe the use of force against Iraq, especially with reference to previous resolutions of the U.N. Security Council, has no grounds, including legal grounds,” Ivanov told reporters.

NO ENDORSEMENT FROM CURRENT RESOLUTION

Ivanov said resolution 1441 of last November, under which U.N. weapons inspections were resumed, gave no endorsement. “Resolution 1441, to which so many references are made, does not give anyone the right to use force automatically,” he said. That resolution, approved unanimously, spoke of “serious consequences” if Iraq failed to comply with demands to disarm. Ivanov said the resolution contained a clause obliging Security Council members, if necessary, to meet immediately to ensure Iraq’s strict implementation of its terms. There was still a chance, he said, for diplomacy to succeed. The Foreign Ministry said no decision had been made on whether Ivanov would fly to New York to press an 11th hour case. France, Germany and Russia called at the weekend for a Tuesday meeting of ministers of Security Council members. Georgy Mamedov, a deputy foreign minister, said Russia would do its best to minimize differences with Washington. “Russia will not launch an anti-American campaign, but will try its utmost to return the situation to a proper legal basis,” Mamedov was quoted as telling Itar-Tass news agency. “We will not gloat over a tragic mistake by the United States or start a noisy campaign. Our relations are too important for international peace to hold them hostage to differences over the Iraq problem.”

Russia, France and China will only do the talk, or so it seems. No one can really be bothered to stop this blantant aggression. Today I believe is a true turning point in international relations and international law. Sad day, actually.

I am convinced that any other development [than a diplomatic solution of the Iraqi problem] would be a mistake that would entail casualties, which in itself is unacceptable because there is already a lot of suffering, but it would also destabilize to a great degree the whole international situation,” Putin said.

Putin, who had not spoken publicly on the issue in weeks, said in Moscow today that war would lead to the destabilization of the international situation. He said Russia will not allow passage of a UN Security Council resolution allowing the use of force against Baghdad. U.S. President George W. Bush, at a summit yesterday in the Azores with British Prime Minister Tony Blair and Spanish Prime Minister Jose Maria Aznar, set today as a deadline for diplomatic efforts to resolve the Iraq crisis. He called on the Security Council, which reconvenes later today (4 p.m. Prague time) to approve a U.S.-backed resolution authorizing force.

French Foreign Minister Dominique de Villepin today reiterated France’s view that the resolution is unacceptable. British Prime Minister Tony Blair will hold an emergency cabinet meeting later today (5 p.m. Prague time). British Foreign Secretary Jack Straw is due to address the House of Commons on Iraq a few hours later (8 p.m. Prague time.) Meanwhile, stock markets around the world, as well as the U.S. dollar, have fallen amid fears that war is imminent in Iraq.

As i recall, russia ws also against the blatant agression against the serbs. why were the voices here so quiet? :(

Russians think that the UN General Assembly is a theater, and the US is a terrorist trying to blow it up. They would like to gas the place to rescue other member countries that agree with them. Good luck to Russia.

I am tired of third rate third world countries and their third rate leaders yip yapping agsinst the war. Putin of Russia, Vajpayee of India and sheikh this and king that of arab countries should just shut up sit back and thank US for getting rid of Saddam.

The vast majority of the worlds nations support the Russian, German, and French view that action can only be taken if authorised by the UN security council. But a very small minority of nations led by the Bush Administration think that they have the right to blatantly ignore International laws and conventions. Sadly… this may be the beginning of the end of the United Nations.

And what does Russia say about the war in Chechnya? Or the war in Kashmir? Maybe Russia wants the oil contracts in Iraq to be honoured.

Keeping up fierce Russian criticism of the U.S. and British offensive, Foreign Minister Igor Ivanov said he expected Washington to seek retroactive approval for their action from the United Nations after Iraqi resistance had been crushed.

“Attempts will undoubtedly be made in the U.N. Security Council to find ways which would help legitimize the military operations and the post-war (political) set-up in Iraq,” he told a defense and foreign policy conference outside Moscow. …

Reiterating Russia’s stance on war on Iraq, Ivanov declared that Moscow did not accept war in any manifestation, including introduction of Turkish troops in Iraq." He once again called for a political settlement of the Iraqi crisis.“The settlement plan is lying on the table of the UN Security Council,” he added.

Russia would attentively work on all the related resolutions on Iraq, Ivanov was quoted by Itar-Tass news agency as saying. “We will oppose any direct or indirect legitimisation of the military operation and its aftermath,” the Foreign minister emphasized.

The above headline shows, people are horrified by the wholesale destruction of Baghdad caused by thousands of cruise missiles and other weapons. How many innocent people were incinerated in that inferno perhaps one will never know. :(

Interesting statement by the Russians, which shows how determined some countries are to oppose all illegal American actions to the hilt.

I think this is one bloody war where majority of the nations have same opinion.There was an opinion poll in India where majority of 87% have voted against this war.
