well Russia and USA can only given their concerns on Islamic Republic's nuclear arsenals and they just ignore the insecurity of their nuclear weapons.
as if they are angels.
they tell Pakistan to reduce it's nuclear weapons and pressurize muslim countriz not to make nuclear weapons. but on the other hand, they themselves make a huge stockpile of nuclear weapons and play a double policy which must be rejected.
