I know this is a very elementary question but I just dont get how, if in Islam and in the Quran, rape and zinna are two completely different things, then how did Pakistan get its laws? How di thye come up wiht the fact that a woman who was raped is the same as a woman who engages in consensual pre/xtramarital sex?

Because the people involved in getting the law passed were probably rapists themselves.

Pakistan is a messed up country when it comes to Laws

We actually have Pakistani's thinking that these laws are actually Islamic laws. Check General.

I agree that there is no doubt about Hadood Allah. But when these Law were introduced JANG group was the first one to published these orders from Amir-AlMomenin ......... Wasn't it Now it it is the first One to make noise about it to please Amir-AlCorsadian.
