What is Nushari? Is it a sect? Are they still around? Which country? How many are they (approx)? Is it a spin-off of shias?
I don't know abt the Kaafir part...
Remember, in Persian (farsi) language the word "khuda" refers to 'leader', which is used in a similar manner as in Pakistan the words "chaudhry, malik etc' are used.
In Urdu lingo, the word "khuda" is, however, exclusively used to refer to Almighty - Allah Ta'llah. However, due to the above point, there are some scholars in Pakistan who recommend that instead of saying "Khuda Hafiz" (as is very common in Pakistan), one should instead use "Allah Hafiz".

There are very few nuseris left around these days. Imam Ali (a.s) killed most of them during his time. Nuseris are mainly in arab these days, in syria mostly.
** Nuseris have no link, no connection whatsoever with shia faith. according to shia faith, imam ali was an imam (leader) and human being. Nuseris deny this fact, therefore we have no similarity with them. They are straight kafirs.**

I would suspect that these ppl (Nusheri) would still insist in calling themselves 'muslims'. Am I right?
