078.038 يَوْمَ يَقُومُ الرُّوحُ وَالْمَلائِكَةُ صَفًّا لا يَتَكَلَّمُونَ إِلا مَنْ أَذِنَ لَهُ الرَّحْمَنُ وَقَالَ صَوَابًا
078.038 The Day that the Spirit and the angels will stand forth in ranks, none shall speak except any who is permitted by (Allah) Most Gracious, and He will say what is right.

the mention of rooh here is not for general spirits, but the mention if to AL-ROOH which is specific use for hazrat jibraeel (as)…
as in many other places in the Quran…
in one place he is also referred to as al-rooh-ul-quds (meaning holy spirit)…
