lol no there was no one inside. You can see the fire brigades at the end of the video so they were all prepared and the building had been evacuated.
Still though, no laughing matter, they probably lost their jobs!

i could hear the crackling sounds of buckling structure before the collapse initiated...but the ppl laughing in the video didn't know whether the building was FULLY evacuated. their chuckling was way in appropriate and insensitive ... Khair, bewaqoof aur jaahil log to har jagah hote haiN :D
