But in Test Matches whats stopping us from using the Third Umpire to moniter and rectify wrong Umpiring descisions???

Two things. Even if its a test match, there are strict time limits. A bowling team captain can be penalized if they fail to bowl less than 15 overs per hour. Anyway, thats just an over-lying factor, that we don't want to waste time on every single decision. Thats why we have umpires on the ground.
Now, the second part of the answer is, it depends on the type of decision. Run outs, borderline catches (whether the ball touched the ground or not), fours on the boundary line when the fielder may have touched the rope with the ball in his hands etc... these are the cases, where a more accurate decision can be taken after carefully reviewing a slow-motion replay.
But decisions like bat and pad catch and LBW require the newer technologies (i.e. Snick Meter, Hawk Eye etc) and these technologies are still very new. So, till the time these technologies are reasonably perfected, the umpires on the ground are entrusted to take split second decisions and both teams have to abide by these rules. If teams start to protest at every decision in the ground, all the matches will end in fiasco. It is, therefore, deemed important to stamp the authority of ground umpires.
Most umpiring controversies are created these days because new technologies are used by TV commentators and they are able to second guess the ground umpires.
However, one change that can easily be made is to allow the third umpire to contact the ground umpires and let them know of any critical error. Right now the protocol is that only ground umpire can initiate contact with the third umpire and not vice versa. The reason, probably is, that they don't want the third umpire second guessing and nagging the ground umpires for all decisions. But if some protocol is established, then third umpire can be more useful. It will not completely eliminate close bat and pad issues or even LBW's, cz its human nature to complain, but it can surely reduce the level of complaints.

no, no one loves us.:D
why not have umpire ratings like players do. every time they come on screen flash these ratings. once an umpire falls below a certain rating drop him. automatically the old and foggy will be weaned out. another way is to have a post match review and reward a team certain amount of runs for every bad decision -but this is only for tests.
