I think the mother tongues should be abolished and one day Urdu will be spoken as a mother tongue by 99% of Pakistanis, and used in all spheres - government, business, education.
Pakistan needs to emulate China, which actively pursued a policy of wiping out minority languages so that now, Mandarin is the national language and is spoken as a mother tongue by 70% of the people and understood by nearly all. Also, it is the official language - not just on paper but in day to day life.
It is an official language of the UN and the West is now trying to learn it.
This is what you get when you have self-respect and take pride in your language and identity.
Pakistan needs Urdu for this purpose - and it will allow it to become a major world power like China.
