Let me add Indians to the list of ethnicities/nationalities that are constantly being attacked and mocked.
How come people don’t get immediate bans for such behavior?
If you want to be firm and keep people in line, you have to have consistent consequences. Don’t go around banning the “vigilantes” that attempt to keep order and dignity while mods are off checking for swear words.

A zero-tolerance policy toward any racist comments is one option. Like the moratorium you were forced to initiate in Religion.
Although I think that we should always avoid cussing out each other, I do think that making racist comments is a worse offense and should be treated as such.

Not sure about 'worse' or "not worse', but both personal insults and blantant hate-filled racist comments are censored. Then again, its a judgement call. Something you may find a perfectly normal personal opinion, another person may find terribly offensive.
So, its left to the mods/Admins judgement what they feel should be removed/edited and where they decide to award warning points. This is part of the human element that we can't take out from a multi-dimensional discussion forum. Unless you become a mod yourself, you will realize there are no easy answers here. :)
I understand that there are a lot of grey areas. I don't know that modship provides some sort of magical knowledge that is otherwise unavailable to the rest of us.
However, I've seen several times that mods have been unresponsive and negligent in times when posters have been clearly disrespectful to individuals and to whole groups. Even if they don't ban, block, or delete, they should at least post to strictly deter posters for continuing in an offensive manner and make it clear that such posts are not welcome.
^ If you have specific instances of mods being negligent, then by all means inform the Admin. Do keep in mind that (#1) mods are not online 24/7 and (#2) Mods may read something and decide it requires no action, while you want the person banned. Its just a difference of opinion. You can chose to share your point of view in the thread, inform the mod or lodge a formal complaint with the Admin. If any of these can get it out of your system, feel free. :)
As I mentioned in the "Racism" posts, I notified the mods ASKING if such jokes were permissible. I had no response at all.
I'll bring up other instances as they come up. Hopefully they will not.
Of course mods aren't around 24/7 (I would be concerned if they were). But when I know that they are on and even see them participate in discussions that are clearly offensive, I think we need to address it.
