Iran plans decency houses for prostitutes

After more than two decades of subjecting kerbcrawlers to the lash, Iran’s Islamic regime is thinking the unthinkable _ in the face of an explosion of street prostitution, it is floating plans to set up state-approved ‘decency houses.’
Conservatives, who still run the courts and security services here, have been quick to slam the proposals as anything but decent, making it far from certain they will ever be put into practice.
But the very fact that they are being openly aired in the press has shattered one of conservative Islam’s strongest taboos and is the talk of every cab rank and fast-food store in this city.
The proposals being floated take advantage of a peculiar tradition of Shiite Islam, the majority sect here, which allows for ‘temporary marriage’ or sigheh.
Street prostitutes picked up by the religious police or other security forces would be given a choice _ take the assistance of social services to give up their profession, or accept a placement in a state-sponsored ‘decency house’ where they could contract temporary marriages with their clients.
Customers would pay a dowry rather than a fee and would be able to set the duration of the ‘marriage contract.’
The ‘decency houses’ would not be open to any male _ only those with identity cards proving they were bachelors, widowers, or married to women incapacitated by physical or mental illness would be admitted.
Certain Tehran hotels have already been earmarked for possible use, the newspapers said.
The Persian-language media was coy about exactly which government ministries were behind the taboo-breaking proposals.
But Deputy Interior Minister for Social Affairs Ashraf Borujerdi told the BBC that her department had helped draw up the proposals.
“Some people believe that talking about such issues is taboo, but they are part of the reality of society, and turning a blind eye will not solve the problem,” the BBC quoted Borujerdi as saying.
And the rapidly expanding scale of the problem amidst Iran’s mounting economic crisis _ as many as 300,000 women are now reckoned to work the streets _ means that the proposals are finding some unlikely supporters.
