Revised Scholarship Scheme

        With a view to meeting its needs for professionally qualified personnel and in the context of strengthening the human resource base in its various departments, the State Bank of Pakistan has decided to introduce a revised “SBP Scholarship Scheme”, the salient features of which are as under:-  

Any person in good health and of good character who secures admission in one of the following Universities for pursuing a course of study leading to Ph.D in Economics/ Finance (in an area specified at (3) below) may apply to State Bank of Pakistan for Scholarship provided he/she is a national of Pakistan or Azad Kashmir, is not more than 40 years of age and has not secured any partial or full Scholarship from any other Organization.

Names of the Universities.

i)
U.S.A:
Massachusetts Institute of Technology, Harvard University,

Stanford University, Princeton University, University of Chicago, Yale University, Northwestern University, University of Pennsylvania, California Institute of Technology, Duke University, Dartmouth College, Columbia University, Washington University at St. Louis , Cornell University.

ii)
Australia:
Australian National University(For the present applications for grant of scholarships for ANU are not being entertained due to quota constraints)

iii)
Singapore:
National University of Singapore

iv)
Paris/Singapore:
INSEAD

v)
United Kingdom:
Oxford University, Cambridge University, London School of Economics, London Business School

vi)
Canada:
Queen’s University, University of Toronto, University of British Columbia, University of Western Ontario

Sixty percent of the scholarships are reserved for the candidates admitted at the above mentioned Universities in USA and forty percent for the other countries.

The programme of study should relate broadly to the promotion of economic development in Pakistan. It could include but not be limited to the following fields: Economics, Applied Economics, Finance, International Trade, International Finance, Public Finance, Monetary Policy, Econometrics. Candidate should produce documentary proof of admission and attach with his/her application a statement of purpose of not more than 500 words explaining the need for further training, the choice of institution and the intended use of the knowledge to be acquired.

Persons already serving in institutions other than the State Bank must submit an NOC from their present employer along with their applications for scholarship under the Scheme.

On production of proof of selection by the Universities listed above the candidates will be offered appointment in the State Bank as Joint Director in the Salary Scale of OG-5 subject to the regional/provincial quota prescribed by the Government.

The selected candidates will be paid tuition fees, living expenses abroad for a maximum period of 4 years and a round trip economy class return air ticket. After completion of Ph.D. candidates will be required to serve the State Bank atleast for a minimum term of 1½ years for each year of full funding availed. For this purpose they should be required to execute an Agreement and submit a Surety Bond of two personal Guarantees acceptable to the State Bank.

For domestic Ph.D candidates, two return tickets will be allowed during their Ph.D programs, so that students can fly to Karachi for their dissertation research within the SBP.

For foreign Ph.D candidates, one return ticket from their University to Karachi will be allowed for their dissertation research within the SBP.

On successful completion of Ph.D within the prescribed time limit of 4 years the candidates will be confirmed in the Bank service from the date they actually report for duty to the State Bank. Those persons who are unable to complete their Ph.D within a period of 4 years will be appointed as OG-3 instead of OG-5. However, time spent at SBP as Research Fellow will not be counted towards their minimum term.

For both domestic and foreign Ph.Ds the following options will be available after completion of the Ph.D.

i)
Join SBP immediately on completion as a Joint Director (OG-5) for the minimum term depending on years of funding availed. Time spent as SBP’s Research Fellow will count in terms of reducing the minimum term commitment.

ii)
Repay SBP the full amount (without interest) on a quarterly basis during the minimum term; again time spent as a Research Fellow will count towards the minimum term.

iii)
Complete minimum term (which will be reduced if the student spends time in SBP as a Research Fellow) within 5 years of graduation.

iv)
No exceptions to the above options will be entertained.

        Persons meeting the above eligibility criteria may apply with their complete bio-data and latest photograph (along with the attested photo copy of letter of admission in one of the aforesaid Universities) to the Director, Human Resources Department, State Bank of Pakistan, I.I.Chundrigar Road, Karachi

one thing tho, hmmm…

the students who get into these unis for a PHD program don’t face any real difficulty in funding, money is not an issue for them, neither is it a factor in their admission process [unlike undergrad admission]…

funding to phd students is readily avlbl from the departments…

so the main direct benefit of this scheme that i see here for pak is the ‘join sbp immediately’ clause…

i hope ppl dont take advantage of this and those who actually utilise these scholarships do stick to the rules…

Zakk, there was also the MOST scholarship in Pakistan, I think two years back... It was Rs.5,000 per month uptil completion of studies, but had a provision to serve in pakistan in a private or Government position for three years. Everyone in our class in nust made it through the entrance test, and thus they have ensured that each one of these students serves atleast two years in Pakistan, preventing them from completely abondoning Pakistan from their area of service. Good move!
