he can try making a functional rather than a chronological resume. secondly he can state that he was an independent contractor working on numerous short term enagagements since he did not want to be tied down to one company then and wanted to broaden his exposure and experience base.
and layffs are one thing, he should really try to stay at his next company for 3 years atleast to show stability.

^^ well I am not a resume expert but I will suggest that maybe he should sort out what is relevent to his course work and what is not. Then 1st list the related experience in chronological order and then other experience. This is what I did or was advised to do. Actually I was also advised to put some of my relevent volunteer work experience in the related experience which was only couple months long. So I guess it should not be a problem.
