I am not living in India or I would have called in. @Arleitter may be able to find information on the hospitals in Bangalore and if they deal with this condition and what success rate is.

They usually do a total surgical repair for TOF. Involves open heart surgery with repair of the Pulmonary stenosis and VSD. I have known two families who have come to the US on medical visa for children, both were heart related. So its not unheard of to get a US visa for the purpose of advanced medical treatment.
The success rate is pretty good, but there are always inherent complications with any major surgery such as these. And the surgery is palliative and not necessarily curative.
