Your reason is based on the assumption that employee will get sick during rest of the year and hence it will ‘even out’. Its just hard to comprehend. To me, cheating is cheating there is no ‘allowance’ for it.

OK baba do not cheat on sick leave and do report that employee who cheated on sick leave but I will not.
