California property and "limited budget" are usually oxymorons since its one the fastest growing real estate market in US right now. Most decent apartments/condos make only contractual agreements of minimum 3-6 months with a definative security deposits. It gets more expensive as you move from inland to coastal regions anywhere from $600-1600 for a studio apartment. The best way for someone is look for a roomate and just split their rent/amenities for a month..I have done it numerous times when I go to the east coast. Look at local classifieds on the newspaper websites of the california papers like latimes.com.
Specify exactly what city this person wants to live. San Diego and Santa Barbara are ~200 miles apart. As kaka said, stay far far away from the coastal areas, the famous beach front of the Southern California for 2 reasons: no large muslim community there, expensive real estate.

I am in North Cal bay area and am looking to rent a small apptmt as well as my family is visiting also for one month in the summer. I am looking mostly at housing on my campus though or the neighboring towns in the bay area. I can pass on ads to you if you are interested in the same area. The bay area in North Cal has these big towns just to give u an idea of which area i am talking about: San Jose, Berkeley, Sacramento, San Francisco etc. You could look at a map on the net. The rent is like 700 [minimum] and above for a decent studio.
Which exact place are you considering? Lemme know. I think their classifieds are prolly up on the net.
I know of an elderly Indian Muslim lady who lives alone in Palo Alto [like almost an hour from San Francisco] who is looking for someone to live with her. She has a two bedroom appartment. If you are interested plz PM me ASAP. I am not sure if she is taking ppl in just for one month but I think she most probably will.
The Muslim community in the bay area is excellent and there are large mosques nearby. The person will need a car or can take the bus.
Some guppies also live in the area. Faisal bhai lives in San Jose, BBG lives in SFO, wasim21, Takha_Hara and Saqib Khan live in the area too. They could also prolly provide you with more info I think.
