Relocating to Karachi: is a Transfer of Residence absolutely necessary?

AOA everyone:

My family and I will be moving to Karachi (from Toronto) in a few months inshallah. We are planning on getting a 20ft container full of our (used NOT brand new) household goods shipped from Toronto to Karachi.

What I’d like to find out is whether or not a TR (Transfer-of-Residence) is absolutely needed for us or not? We are not planning on bringing in any brand new, duty-able goods; instead we are only planning on getting our existing/used household goods with us.

In that case, can we even bring in a container full of our personal household goods WITHOUT a Transfer-of-Residence?

I’d appreciate any feedback or advice.

Its Pakistan dear! rules/regulations written on papers aren't worth more than the paper itself...if caught they'll find 1 million and 1 thing to pin u. the best understanding is always "under the table" so the more stuff u take u the more u've to cough up in paper with Qaid-e-Azam's Pic on it :) its shameful but its the fact of life. zardari zindabad!
