I was astonished to find many Muslims offering Namaz on a central running road near by a Mosque in South Delhi. It is a common view on Fridays. They block half of the road and create problems for running trafic.
Would like to know if Islamic code allows offering Namaz by any means, even if it disturbs peace and law!
Hmm nope, not allowed. Unfortunately if anyone tried to stop them they will create an uproar.
Islam lays great emphasis on following the law of the land, in many cases even giving it precedence over islamic law. If what they're doing is unlawful then they should stop immediately.
Similar space management problems happen here in north america too and if they did the same here like blocking a street for namaz they would be put in jail. For that reason they have 2-3 prayer sessions of less people, instead of one large session.

Are you personally disturbed by Muslims praying or just that they are praying in the streets? Do you not feel sorry for their limited space? Do you think they want to pray outside on the road, to cause harm or inconvenience?
If it caused problems with the law has anyone been arrested?
On the other side of the equation, should there be another masjid built to cater for the Muslims? Should there be a redevelopment fund to build themselves a bigger masjid to house all worshippers? Should they hold as bro. Crescent suggested two jamah prayers? Has anyone made these suggestions to them?
When we pray we do so to pray not to cause an inconvenience. If it does cause this then the whole community need to come up with a solution.
You ask about "offering Namaz by any means" certainly the last thing on the mind of a Muslim is to miss the Jumma' either they stop the traffic or miss a major obligatory prayer. Most will choose to cause inconvenience even if it means for a few moments. Ideally a convenience situation is desired because that keeps everyone happy, but if we don't know about the other conditions ... i.e. what is going on with the masjid committee and the local government then we cannot answer in any way.

/\/\ your post itself is a reply. People living in surrounding area say that it is not possibile to convince Mulims. Any attempt may end in blows.
By the way Muslims or any other community has no restrictions in constructing worship places at a right place.
But in the above case, Muslims would never agree to shift to some other place, because they insist to remain in front of the above mentioned Mosque. A show of 'strenght' psyche plays some hidden role in such cases.
Actually it is suffering, i have seen traffic jams in Lahore because of this attitude ( closing roads, for prayers, milaad, weddings and others).
Islam is a social religion, and more emphasis is given on improving social life and society. Any thing which create trouble is strickly prohibted, i re-call that one of the lessons my teachers taught me was, is never to pray on the road.
As it may create in-convince for others and other might start hating the prayer or atleast critisizing it.
2nd reason is, during prayers, one need total concentration as they are present in front of Allah, on road it is relatively hard to have such level of concentration.
I think theywere right. now the problem is less about the space and more about the rule of mulla and/or popularity of certain mosque, last not least the laziness of muslims, who cannot walk till next mosque which is not very far in most cases.
We have made Islam a funny religion and muslim+mullah take every action to make sure that Islam look like a banana religion.

But dont you think, at some point in time this is a question that the muslim community has to ask themselves. Is their way of life hampering somebody else.
Why should anybody make suggestions to them. Is it necessary. Why cant the muslims themselves understand that they are inconveniencing somebody and take appropriate action.
What would you do if a bunch of hindus blocked one of the highways in Lahore and started chanting bhajans. Would you analyse the root cause or would you call in the army..
