The Operative Paragraph says :
Racism, racial discrimination and xenophobia and RELATED INTOLERANCES. These are examples of Intelerance.
These intolerances are based on race, colour, descent or national and ethnic origin.
Then it goes on to say:
Those suffering such discrimination as stated above, CAN ALSO suffer from other discriminations such as : Sex, language, RELIGION, political or other oppinion.
You stated that religious intolerance/discrimination and racism based on ethnicity are the same thing according to this document.
But the document itself clearly says that Racism and relgious intolerance are two seperate categories of intolerance and discrimination, but not the same thing, as you said.
Although they can overlap, and someone suffering one form of discrimination may be victim to other forms such as religious.
The exception is with Antisemitism, which has come to be associated with racials as well as religous discrimination.
But this is an exception, not a rule.
