This could be an endless discussion however to start out I'd say, morals, values and ethics find there boundaries or limits defined in religion. Not that religions are the only ideology but if its a religion it should have a code of ethics, moral upbringing and values that need to be espoused in order to follow its commandments.
When you say a person can have good morals, ethics and values, you again need to define the yardstick against which you are saying that the person possesses these good traits. There are some universal characteristics that morals, ethics and values would engender however that commonality would vary from religion to religion and ideolofy ot ideology.

for me ... religion is not a separat sort of hawwa or anything ... good morals and values IS religion, not the other way around. the instinctive tendency towards good is religion.
and prayer etc is a brilliant system devised by God in the name of Religion to keep us good.

I think that every religion preaches some sort of morals. However, a person can be an Atheist and still have morals.
The only problem is that the religion is great when it comes to your own fellow followers, however i m not too sure about values when it comes to different religion followers because every relgion claims supremacy.

there are some nice atheists too ... but most of them that i've come across are very taunting and bitter. and that isnt very ethical or moral.

Because religious people base their morals on religion and hence think that morality cannot have any other basis. Which i don't think is true.

Religion of ethics and ethics of religion might have a lot in common yet must be distinguished as acceptance of ethics of religion as code of conduct is an act of submission and adherence to the second in defiance to religion is a belief that man is wise enough to create a code of conduct for him, meaning an ideology of atheism.
